India, Japan cooperation in rail safety makes further headway

Japanese Railways is one of the oldest rail system in the world. Japan is the pioneer in the High Speed Rail ‘Shinkansen’. Ministry of Railways (GoI) had requested Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) for technical cooperation in Rail Safety.
Responding to Ministry of Railway’s request, MLIT deputed a team of Japanese Railway experts to India to assess incidents of rail breakage and suggest measures to improve safety in train operations. The Memorandum of Cooperation on Railway safety was signed on February 17, 2017 between Ministry of Railways (GoI) and MLIT, Japan.
The MoC envisages cooperation in Rail Safety on area such as maintenance of Track (welding, rail inspection, track circuit etc.) and rolling stock maintenance. ‘Capacity Development’ has been taken as a Technical Cooperation project under the MoC to develop Indian Railways’ capacity in respect of the above identified areas. These areas have been incorporated in the Terms of Reference of cooperation.
A Mission from Japan comprising representatives of Japan’s MLIT, JICA(Japan International Cooperation Agency) and railway operators etc. are visiting India from October 30, 2017 to November 2, 2017.
As on October 31, 2017, Railway Minister Piyush Goyal along with CRB and other Board Members has met with the Japanese delegation comprising members of ToR mission and members from the rail related industries.

India and Italy on Monday signed six Memoranda of Understanding (MoU), including in the areas of railway safety and energy, to boost the bilateral relations between the two countries. According to statement released by the Prime Minister’s Office (PMO), the MoUs signed between the two sides included joint declaration of intent of cooperation for safety in the Railway sector, cooperation in the field of energy, executive protocol on cultural cooperation and pact for promoting mutual investments. Another MoU was signed on 70 years of diplomatic relations between Indian Council of Cultural Relations and Ministry of Foreign Affairs & International Cooperation, Government of the Republic of Italy. The pact was also signed between the Training Unit of the Ministry of Foreign Affairs and International Cooperation. Government of the Republic of Italy and the Foreign Service Institute of the Ministry of External Affairs, Government of the Republic of India. The Indian Prime Minister Narendra Modi and his Italian counterpart Paolo Gentiloni also held deligation level talks, while they also interacted with Indian and Italian CEOs to further strengthen economy.

India on Wednesday inked a preliminary pact with Greece for bilateral Air Services Agreement that proposes to allow unlimited points of call for domestic airlines in the European nation.
Seeking to improve international air connectivity for Indian carriers, the government has been entering into air services pacts with many countries besides making efforts to re-negotiate existing agreements.
Civil Aviation Secretary R N Choubey on Wednesday said India and Greece have signed an MoU for Air Services Agreement (ASA) under the 'open sky' policy.
"We have (proposed) to give six points of call and India will have unlimited points of call in Greece," he said on the sidelines of an event.
Once inked, it would be the first such ASA with Greece, which is known for its tourist spots and scenic beauty.
According to Choubey, this is also the first MoU with a country under the provisions of the new civil aviation policy.
According to the policy, the government would enter into an 'open sky' air services agreement on a reciprocal basis with SAARC nations as well as countries with territory located entirely beyond a 5,000 kilometre radius from New Delhi.
"Unlimited flights above the existing bilateral rights will be allowed directly to and from major international airports within the country as notified by Ministry of Civil Aviation from time to time," it said.
However, the points of call at other airports under the existing air service agreements would continue to be honoured till the same are renegotiated.
Meanwhile, the ministry would hold discussions with local airlines on bilaterals before starting negotiations with Dubai.
The ministry would have discussions with "domestic airlines on bilaterals before September 20... Before negotiating seat entitlements with Dubai," Choubey said.

India and the US has signed an important agreement to use each other's land, air and naval bases for repair and resupply, taking a step toward reinforcing defence ties as they seek to counter an aggressive China.
"The US has agreed to elevate defence trade and technology sharing with India to a level commensurate with its closest allies and partners," said a joint statement after the pact was signed.
At a press conference with US Defence Secretary Ash Carter, Defence Minister Manohar Parrikar said the agreement will allow the Indian and US navies to have an easier time supporting each other in joint operations and exercises and when providing humanitarian assistance.
The agreement is seen as a milestone in the India-US defence relationship because of the outsized political importance it had taken on in India, where concerns were raised over whether the country's autonomy would be undermined. But both leaders made it clear that the logistics agreement did not allow the basing of US troops in India.
The signing of the agreement will "make the logistics of joint operations so much easier and so much more efficient," said Mr Carter.
Washington's desire for deeper security cooperation with India had been complicated without the signing of the logistics agreement as well as two other pacts that would allow secure communications and the exchange of nautical and other data.
Mr Parrikar's visit to Washington this week marks his sixth interaction with Mr Carter, who has made closer military ties with India a priority and also established a special unit within the Pentagon last year for this.
Without naming China, both leaders mentioned the importance of the free flow of trade to both countries.
"India and the United States have a shared interest in freedom of navigation and overflight and unimpeded commerce as part of rule-based order in (the) Indo-Pacific,"Parrikar said.

India and Myanmar have joined hands to enhance bilateral cooperation between the two countries in the field of traditional medicine.
Indian government today signed an agreement with the Government of Myanmar to enhance bilateral cooperation between the two countries.
Secretary, Ministry of Ayush Ajit Mohan Sharan and Minister of State for Foreign Affairs of Myanmar, U Kyaw Tin signed a Memorandum of Understanding (MoU) here, an official statement said.
Prime Minister Narendra Modi and President of Myanmar U Htin Kyaw were also present on the occasion.
"Myanmar is our gateway to South East Asia and ASEAN with which India has been seeking greater economic integration through India's 'Look East and Act East' Policy.
"In recent years, the relationship of the two countries has been marked by close contacts at the highest political level including cooperation in the field of health and medicine," the AYUSH Ministry statement said.

India and the UK have considered upon ways to boost the two-way trade besides possibility of negotiating a free trade agreement, said media reports. As per reports, the issues were discussed during the meeting between Commerce and Industry Minister Nirmala Sitharaman and UK's Secretary of State for International Trade Liam Fox. Commenting on the issue, Commerce and Industry Minister Nirmala Sitharaman told the media, “The UK is very keen on deepening economic relations with India. They want to talk a lot on better partnership. They can start the trade dialogue only after they come out from the EU." "yes there is a possibility of an FTA with the UK. No doubt about it. But obviously, UK is still a part of the EU. Only when they come out (that) is going to happen," she added. She also added that both the countries had decided to set up a joint working group which can go into the details of what is the kind of economic and commercial relationship which can be built and strengthened.

India and the US are set to sign a key logistics agreement this week which will enable both militaries to use each other's assets and bases for repair and replenishment of supplies. Defence Minister Manohar Parrikar, who has left for the US on his second visit in eight months, will meet his American counterpart Defence Secretary Ashton Carter and carry forward talks on jet engine technology and unmanned aerial vehicles (UAVs), said the media report. Parrikar is scheduled to meet Carter tomorrow after which he will also visit the air force base at Langley besides going to the Boeing facility in Philadelphia. One of the key takeaways from the visit would be signing of the agreement called the 'Logistics Exchange Memorandum of Agreement'. The agreement was announced during Carter's visit to India in April this year. The move will allow both countries to use each other's bases as well as assets for replenishment of supplies and refuelling. However, it will not allow stationing of troops in each other's bases. Parrikar is also likely to push for the Predator UAVs.

Deepening collaboration on skill development, India and Germany has signed an agreement that aims to foster conditions that will help create and improve workplace-based vocational training in India's industrial clusters. Under the pact, German technical assistance will be used to enhance industry institute partnerships between Indian and German organizations, build capacity of local training institutions and foster industry linkages which will help adapt elements of the German dual system into the Indian context, said an official statement. The agreement was signed between the Ministry of Skill Development and Entrepreneurship (MSDE) and (German International Cooperation (GIZ) and will initiate a new project focused on adapting elements of the German dual system in select industrial clusters in India. "In the last couple of months we (India) have formally adopted the German system of dual education. For the first time we will have ITIs (industrial training institutes) in this country where there will be a model of three months of academic input and after that the trainee will move to the industry where he will work as an apprentice for the remaining nine months," Secretary in the Ministry of Skill Development and Entrepreneurship Rohit Nandan said. He said the Government is very keen to take the dual mode of education forward to promote apprenticeship in the country. "The aim of the programme is to involve private sector and entrepreneurs in defining the qualification that is required in creating practical training at the workplace," German Ambassador to India Dr Martin Ney said at an event. He termed the adoption of dual education by India as a "breakthrough". The project will run for three years starting August 2016 with a budget of EUR 3,000,000 (22.6 crore) made available by the German Government and aims to foster conditions which will help create and improve cooperative workplace-based vocational training in India's industrial clusters.
